Assuming this isn't hyperbole, a light tank can be said to carry equivalent firepower to a microtorpedo launcher and heavy(?) blaster cannon.

"Some Coruscant Guards also carry the Merr-Sonn R-88 Suppressor riot rifle that combined the precise targeting of a blaster rifle with the area of effect of a stun grenade. "

So is this a lethal or nonlethal weapon?

Does this imply that this detachment was native [garrisoned] to Tatooine or dispatched from the Devastator?

Not suprising. The Trade Federation AAT is a light tank, and it was easily destroyed by a Naboo police speeder's blaster cannon in a side attack in TPM.

It was dispatched. I think its likely that the Devestator was part of Tatooine's local Sector Group, and likely had a desert unit on hand due to the heavy crime activity on that relative middle-of-nowhere shithole, and Vader just happened to pick that one up in his chase of the Tantive IV.

Devestator was not attached to the Tatooine fleet. It was Vader's personel ISD.

Non-lethal. Though stun affects are not perfect and can cause heart problems, as mentioned in the Thrawn Trilogy.
