Personally it seems very likely the factories for the GeNodes were located in the Deep Core--Palpatine resurrected had no shortage of stormtroopers.
However the conscription bit really is red-herring. They conscripted anyway--we know this from TTT.

Well in the defence of the spaarti process, Tierce was not a standard clone, he was an experiment, I believe he either had DNA from both Thrawn and from the Imperial Guard, or he had a sort of combined flash-imprint matrix that used both memories from Thrawn and Imperial Guard members.

Is there any evidence that perhaps there may have been a government cover-up (perhaps carried out by the Jedi under Palpy's orders) of the use of Clones?
Couldn't the Senate claim that the troopers were not clones, etc?
That might explain why the Clone Army is no big deal (it seems the problem the Senate has with the deal is that fact that the Republic is becoming militarized, NOT that the use of clones is inherently immoral), yet in the EU it is suddenly taboo, secretive and a "lost technology."
Of course, events in Episode III might change all that, by showing how some incident in the Clone wars turns public opinion against cloning or something like that. Just speculation...
The Republic has already submitted to public pressure and banned all non-military cloning.
