Okay, thanks to those who offered suggestions earlier. I have two more questions:
1. How consistent is support for PNG files on the web? I am building a website for people mainly in North America. Will most people be able to view .PNG files?
2. What's the best way to go about creating a page full of clickable thumbnails? I want to create a picture page but I want it to be manageable.
I use .png on my website now, slowly replacing .gifs. Haven't figured out how to make the .pngs transparent like .gifs yet though.

A good, easy way to create a picture page is simply use one symbol for the thumbnail, with an explanation of what the picture you are about to view is. Saves a lot of space, and there's no need to make a few hundred thumbnails of the main pictures.

Do you have Photoshop?
No, PhotoStudio 2000 (came bundled with my scanner) Paint Shot Pro 3 (yes, 3!) and Windows Paint. That's about it!

How do you advertise your site on Google, Yahoo, etc... By that, I mean, how do you put it into a category or give keywords that help people find your site?

M$ STILL hasn't put in proper PNG support. You have to use a CSS filter: hack.
There's a PNG activeX plugin though.

It was noted earlier that IE/Win32 does not have proper PNG support, you did not need to reiterate that. Needless Microsoft bashing is pointless, which was more or less the grist of your post.
As for solutions, you can use the CSS hack, the ActiveX control or even QuickTime if you must to do it. Plenty of solutions, none of them optimal.
