And BTAS is Batman the Animated Series, which, as I'm sure we all know, is one of the greatest TV programs ever. It had a few problems relating to working within the constraints of a children's show, but it performed admirably under the circumstances.
You'll notice as you watch through your Cowboy Bebop DVD collection (what? no CB DVDs? for shame...) that each episode has its own style, in writing, directing, animating, etc. Many of them contain elements of style in tribute to other great works, and the episode in question attempts (and succeeds) to mimic the BTAS style.
It also contains elements in tribute to the movie Pierrot Le Fou. (big surprise there)
And you may ask yourself, 'Where does that highway go to?'
