Even then, I probably wouldn't torture him, but just give him a choice between the above - power and wealth as was possible for a leader in the community I ruled - or immediate execution. It's highly unlikely that the average individual would have the courage, or the loyalty to a band of marauders, to pass up the former and face the latter, and it would be far more effective than the forms of physical torture available in a post-apocalyptic age.

It could be nicely staged. I could offer him a high post and wealth, and when he refused, order the lictors to take him to the scaffold. When they began to drag him off, or even right at the point when the noose was put around his neck, one of my advisors could intercede with me and say "Do not kill him, this man is of worth to us!" I find some of you "hell yeah, torture is cool" guys funny, simply because you're all talk and wouldn't have the balls to do it at all.
I wouldn't have the balls to do it, but if all other methods of extracting this information from the prisoner failed (and this information would save my settlement from being wiped-out by this hostile force) then yes, I would torture him. I would, however, be wrestling with my morals and guilt for a long damn time.

An unbelievable amount of pain can result from breaking a limb, letting it swell, and manipulating it in it's broken swolen condition.
Pain itself might not be enough. You have to find what the victim fears most. Spiders, snakes, hights, claustrophobia, fire, drowning. If you can't figure him out, (or her)pain and humiliation.
Physco stuff might work as well. Put out an eardrum. Put out an eye.
Them ask how being blind/deaf sounds like, in a dog eat dog anarchy hell.
Put a bag over their face. Suffocate to pass out point. (not dead, and semi consious is ok) Ask question. No answer? Repeat, as needed.
Genital mutilation. No details needed here. Balls, vice, fill in the blanc.
Fishhooks, penis.

Physical torture isn't the most effective way of getting information. I'd try to break him using other means, invented by the good ole' communist folks.
Sleep deprivation for once. Keep him awake, locked in a cell with light turned all 24 hours a day. Keep him malnutritioned. Beatings are not necessary, though they may be a way of humilitating him. Then start to slowly induce a feeling of shame and humilitation (Why do you resist? Can't you see that we hate doing this? Why are your so...cruel to force us to abuse you so much?) - make it so that the guy thinks that HE is responsible for his suffering. Of course, YOU will not be involved. It will be your people who'll beat him, pretending to be doing the real interrogations.
Then you show up, shout at your men for being so cruel to this poor, poor man, apologize to him for this, assure that you knew nothing, and start the promises - as Dutchess said, give him a vision of a nice life when he betrays his comrades. Show that he's been betrayed, that his marauding friends don't care about him. Play to be his friend, after a few days of sleep and food deprivation all you'll need will be a bottle of vodka and a kind, listening ear. Ask about his friends. Ask about his family, does he have a girlfriend, then if he needs something. Say that you will make sure the beatings will stop, and give him what he asked (he won't ask for much, probably food or the opportunity to see the sun. If he asks to be set free, kindly explain to him that your people would burn you for that, and he wouldn't want to loose his single friend here, now would he?)
Meet with him every day. Talk like you would with a normal guy. When he starts to draw out his deepest thoughts out and share them with you, you have him.
