you could see it, as thrawn creating a experianced core of ISD's for special missions, remeber, the Death hand was used on some special missions.

I can see it now, a young cadet accidently rams and destroys a federation star base, while learning how to fly a VSD.

Since they are conquering an entire galaxy I would think they would send someone like Tarkin. No doubt the Empire would effortlessly crush the forces of the Milky Way galaxy, but that is a hell of a lot of territory.

My guess is that, if the Empire knew they were attempting to conquer a new galaxy, a Grand Admiral or a Grand Moff would be sent to take care of business, with a cadre of lesser Admirals and other officers.

If they JUST knew about the UFP (perhaps in the earlier stages of the campaign), then an admiral would be sent (or similar). Note that the conquered areas would probably be governed with a political appointee.
