Yes. While Nerubian are quite communist at the lower levels the brains of the hive mind are quite aware of the limitations of there system, thus there centuries old union with the Scythian. The other species within the Federation had little choice in the matter.

Effect? We ask Allah for nothing but his forebearance, he has done enough to have created the sweep of the Universe. It would be presumptsuous to ask him for anything. Overall FTL sensors are like radar, the bigger your sensor platform the better they can work, and they don’t always work equally well. A ship in FTL has a larger signature then one going real space. You should detect a formation well before you could count how many ships are in it.

Similar questions pertain to FTL communications.
They exist but require boosters to be real time over any major distance. Communcations between most Empires would not be real time. If someone wants to build a network that will allow for instant comm. across the sector that will be a major undertaking and happen within the STGOD.
