Best technical based design is the A-Wing.
The best technical design is probably the X-Wing. It gets good marks for every category and maintains a relatively low cost. Jack of all trades.
The best looking is/coolest is definitely the TIE Defender. Very fast, very maneuverable, heavily armed. Meow.

I always thought that the Gunstar from The Last Strafighter was really cool, it was like a flying fortress and it just had a look that most sci fi fighters don't have.

I also kind of like the Cylon Raiders. As a kid I always thought it was cool
how they rolled over as they went into the atmosphere.

I liked the imperial Tie interceptor and the minbari nial, both are very sleek interceptor fighters.

I like the original starfury, the X-Wing, the TIE Defender, the TIE Phantom, and the N-1. The Arwing, from Starfox is very cool, as are the Paktan, Vaktoth, Excalibur, and Thunderbolts from Wing Commander.

A-Wing is my most favorite. Fast and sleek.
Although, a few other favorites include:

the fighter from Last Starfighter (it just looked so cool for its time)
the ones from Independence Day (also cool looking)
Vorlon fighters (ooooh, blinky lights)
You know, I just thought of something. Star Trek doesn't have starfighters. At least not in the sense of like in SW, etc. Yes, I know the Defiant was sort of a starfighter. But, you don't see a whole squad of Defiant class anywhere.
