It is a given that the Prophets have chosen Capt. Sisko to be their Emissary, a quasi-messianic figure that would deliver Bajor to the promised land yadda yadda yadda...

...The Prophets also seem keen on Sisko's conduct in his matters of influence.

Yet when he got caught up in the conspiracy to get the Romulans to break their non-aggression treaty and fight the Dominion, Sisko bribes Quark and ends up conspiring after-the-fact to kill a Romulan Senator, the Prophets are silent.

Do these Gods of Bajor not care?

Or to them the ends justified the means. They may not have liked it, but they can live with it. Just as Sisko could.

Jawawithagun is right. Sometimes they just don't concern themselvs
with mortal affairs. When Sisko asked them for help with the Dominion,
they first told him "That is a corporeal matter". They did help, but only
after he nudged at them for a few.
