I think it's meant to imply that the birds have been shitting in the giant bucket-shaped sign and thus birds have shat in the actual food-containing buckets as well.

It's one of those pictures that some people will find funny and others will find extremely stupid. I thought it was funny for a little bit.. but then it kinda faded..

I thought it was that they where using pigeon in place of chicken. Anyway it's neither particularly funny nor clear.
