Well, originally, the federal government just coined precious metals (gold and silver) and regulated their value. State-chartered banks kept reserves of this specie money and used it as backing when they made loans/issued bank notes, which essentially created private paper currency. There were thousands of different types of currencies in circulation during the Antebellum Era, after the abolition of the First National Bank.
Of course, I could be totally wrong about all this. Monetary history is tough to wrap your head around.
