Following the 1954 effort, illegal immigration dwindled until the mid-1960s.

2- The fact that they ceased the operation and have not continued it or any permutation of it since the 50's seems to indicate to me that it is not exactly the rosy perfection that you're presenting. Besides which, the rate of illegal immigration was small in that era compared to the problem today.
