In order to come out ahead after taxes, the jackpot would have to be considerably higher than the cost of guaranteeing a win, higher still if you took the money in a lump sum instead of an annuity. And if one other person in the entre country also has the winning number, the winnings are split, making it effectively impossible to come out ahead unless the jackpot was mind-blowingly enormous ($1 billion, in the case of Powerball).
