Bulletproof does not necessarily mean knife proof. You could easily push a knife through Kevlar, which is designed to spread blunt trauma over a large surface area. If Data's chest is the only part of him that is protected, then he is fucked. If we make the assumption that whatever armor protects datas chest is resistant to ballistic weapons and melee weapons, it still means that the rest of his body is vunerable. T-1000 can simple blade his arms and take of Datas: arms, hands, legs, hip, head. All the intelligence in Data's head can't do a bit of good if its rolling around on the ground. To prevent Data's super fast typing speeds at a counsol, T-1000 could simply tear apart Data's hands, disabling his ability to use the touch screens of Star Trek. Lastly, Data is a generally peacefull android, though he may have combat techniques programed into him he does not have the body nor the simple kill, kill, kill some more programming that allows him to focus on battle alone. Plain and simple: Data loses his head and has his ass handed to him by T-1000, end-of-story.Just another example of Trek not following the story line. Regardless, if it is infact a metal plate, (I remember the sound it made aswell) could it be that its only protecting his chest? Where some of his vital systems are? When the bullets hit data, the pushed the kevlar (i'll use kevlar just to make this simple) into his systems, which are metallic, which made them "ding" It still stopped the bullet, but it just pressed inward.
Put kevlar infront of your stove, and shoot it, you'll hear a ding, but the bullet won't go through, infact I think this is the simplest explanation.

Data could go to a weapons locker and grab a phaser, he has the authorisation to do so.It's been seen that Phasers can melt metal, (as seen in The Enemy), when LaForge melts some to make some of those spikes that you put in a cliff to help climb it. Logically couldn't he just shoot the T-1000 with that, or better, with a phaser rifle?
yea he could, he'd have to get main power back online,If you don't buy that, Data could seal him somewhere with a force field and get help in whatever form was needed/available.
