Errr,my numbers were actually for all the Imperial shipyards producing ISD like Gyndine,Fondor,Kuat and the like.Not just Kuat itself.

So,if we assume the fleet numbers thrown by WEG to be true,then,it become obvious that the Empire hasn't over-militarised itself as claimed by the Rebels.

But NJO also indicates that the Fondor shipyard has the ability to do major refitting of elements from a couple of fleets,indicating that there's a lot of lots available to build ships.Same goes for the Bilbringi shipyards.

So,its either the fleet numbers are wrong,they're right and the Empire seriously underutilised its manufacturing capability or that the Empire put a lot more resources into smaller vessels like Dreadnoughts,Carracks and the like.
