I would think that Palpatine had a light saber, though I must agree that
he is too old now to do an entertaining fight scene.

There could be a good fight scene with Palpatine, if they did it CGI,
they way they did the Yoda-Dooku scene in AOTC with another guy
doing the actual fighting and Dooku's face put in over it in the
finished movie.

Actually, I'm going to agree with Stravo here on different levels of Force Lightning. Dooku's blasts seem far more tightly packed, where as Palp's are spread out more, like a web. And there may be literary proof of his theory. Although not cannon, it is offical. Keep in mind, that although Fable was able to block the blasts of Force lightning, the person shooting at them (Vialco) was no where near Palp's level of skill or mastery, and also that she had been training for hours upon hours over several days to accomplish this very task. Adalric Brandl, one of the Emperor's Inquistors and Hand's so to speak, was teaching her a cadence dance, having her strike out at metal ball bearings perched atop wax candles and only destroy the bearings. She only became successful in this instance because she sort of became one with the Force. However, the point remains that this Force lightning is not acting in a normal principal, turning to go behind her and over her head to strike at her.
Furthermore, I believe Stravo also made the point that Darksiders, Dark Jedi, and Sith are not limited by Force Lighting as their only offensive Force skill. Other than the other obvious skills (Lightning) there are some lesser known ones that are quite devastating and effective. Hatred/Bolt of Hatred, Force Storm, Drain, Fear, Rage, Illusions (although this would be indirect harm, caused by fatal flaws/mistakes by the person fooled), control mind, etc.

As another note, the Darkside sourcebook lists Palps in all eras as having constructed and having his own lightsaber. (Sidious and the Emperor).
