The Fourth Empire.
They've got 980,000 planetoids each of which could slaughter the Death Star 2 and most of the Imperial fleet at once. There parasite battleships alone could take out fleets. One of their fighters would be a credable match for the Executor.
And then there is the Last Bioweapon of the Apocolypse. It's a universal bioweapon which wipes out anything above bacterial level. It attack RNA/DNA. It's airborne and highly contagious with an incubation of a few months to a few years. And they will use it if they have to.
The only problem would be the 4th Empires miserable FTL speeds. But then again they do have the resources to reverse engineer a hyperdrive in a reasonable time frame.
