I'm definately in favor of leash laws and their enforcement but in this case even with the dog on a leash it isn't garanteed that a person will be able to keep them from eating stuff they find while the dogs are being walked.
My dog has always been great at the quick lunge, chomp and swallow. I don't know how many times I've had to pry his jaws apart to get various dead animals out of there before he swallows them (he usually end up puking them up when he's home and inside

). Even if I manage to keep him from getting something the first time he will remember that it's there and keep looking for it for days to come

Some people might be walking their dogs on those long retractable leads which makes it even easier for the dogs to find something and eat it while still being within the leash law.
A few years ago we had some problems in town with some asshole who was poisoning dogs by throwing meat soaked in antifreeze into fenced in yards. Some people just get off on being mean bastards. If they only wanted to prove a point they could have laced the stuff with laxatives instead they chose something with the intentions that it be fatale.
