Why? The Secret Service protects the President, the FBI performs a different task altogether. No reason for them to merge.

I don't see the need; anyway I've seen it suggested that the FBI should be split up. There's no shortage of ideas on how to rearrange the government.

Isn't the Secret Service technically part of the Treasury Department? That's just weird.

Because the Federal government originally lacked a police force, as the need arose policing agencies were created to address specific issues, and were placed under the department most closely related to the issue in question. The Secret Service was created to combat counterfeiting, so was placed under the Treasury. It was probably the first well organized Federal police force, so it was later given the task of protecting government officials (not just the president). Then the ATF was created, I think also under the Treasury department because it was to enforce proper taxation and trade of alcohol and tobacco. Then there are federal marshals, the FBI, and enforcement officers for just about every regulatory agency we have. There really is no sensible reason not to merge them all together to make one centralized agency responsible for enforcing Federal laws.
