I have no idea who these people are, but a GCU would be of no use against the Culture. ROUs are far more powerful. One Plate-class GSV can hold over 90,000 ships equal to various ROUs in one forth of the ship. There are millions of GSVs. A GSV itself could easily destroy any other type of Culture ship.
