Something to do with the diagonally lines, moving closer/farther away changes the relationship between them and your eye in such a way that your brain could either perceive it as moving closer/farther or motion, the brain perceives motion.

Basically its a case were you're not looking at it directly, so your brain's "hard-wiring" is telling you what’s happening. Its often wrong.

I would be curious to see if it worked for two horizontal lines, just to determine whether the concentric circles of different sized has anything to do with the relationship.

That's proper weird. Try doing that and looking at different parts of the picture, it's weird.
