No, it's real. The reason for this is to prevent lawsuits tying up the oil money the U.S. is using to help pay for the reconstruction of Iraq. The national emergency stuff is retarded, though.

Protecting agains stupid lawsuits is one thing. But what if a lawsuit isnto so frivelous. He is making them IMMUNE from prosecution, doesnt anyone see the magnitude of that??

It's unfortunate but necessary. What we need to do now is rebuild Iraq as quickly as possible, and what we don't need is to be tied up in court while trying to do so. Afghanistan was not going to pay for its own reconstruction. Iraq's oil industry was going to pay for its reconstruction, a plan well known before the war began. If Afghanistan's poppy industry was going to be used to pay for its own reconstruction then there would be similar executive orders. There's no oil to protect in Afghanistan - nothing that can be used to help finance the rebuilding of the country. Why would it be necessary?
