you are the leader of a country. everyone there is near starvation level. to bring them to a modern level of poverty, and get an edge into improving your civilization, you need a vast amount of money. this entails the loss of 5 million lives, for whatever reason - do you do it, to provide for the other 95 mil?

This isn't a realistic situation. Killing five million people isn't the only way to get money.
