Most people don't harbor lusty feelings towards family, the exception being sickos like you, so it doesn't become an issues often. But it is indeed illegal. It comes under one of the generic sex crimes charges but is very much illegal.

And it does indeed solve the problem. It puts the sickos away in jail, usually for good. Plenty of sickos have indeed been put away for incestual sex. It's just usually not a context where incest is the primary problem. Most cases of incest stem from pedophilia.

I think the logic behind this is pretty obvious:

Personally, I think that anything consensual should be allowed -- while I find it morally offensive, I see no valid legal or philosophical reason it shouldn't be allowed.

It's the same thing with drugs, they shouldn't be illegal because they don't inherently cause harm, it's the things you might do while high that can be harmful. You're arresting someone before they've comited a [reasonable] crime, like rape or murder, on the suspicion that they MIGHT. That flies in the face of our concept of what right and wrong, because you're not including action, or even intended action, but instead including a possibility which may be entirely false. It's worse then what Nazis did.

Strider: yes, religion (or moral prejudices) get in the way of things like marriage and logical reasoning of the those things.
