You wouldnt reclaim the land on that side of the bridge. It wouldnt make sense too unless they totally control the weather. It would also mean that what is currently protected lands are now Federation bases. Im sure that is very possible. I think that parade grounds is supposed to be in the Marin highlands, what I think really happend is the bridge is simply reversed. Like many shows with the bridge involved, they do what looks cool and is not correct. Yeah, that's definitely looking east; the southern tower of the bridge isn't moored in open water.
It would be pretty hardcore of the Feds to build an island out there, though. It would be a major engineering project, even for them.

Plus I don't think it would be too difficult, The Out at sea airbases the Brits built offshore were somewhat sturdy, and we put oil platforms out at dea already. Given a few hundred years to improve tech it seems resonable that such a facility could be built at sea to save time and possibly the cost of obtaining the land.
I justfound the picture though, I dont know wether it is official or what not.
We could maybe establish a location using the footage of the Breen Attack on SFHQ though...anyone remember HQs location from that?

I was under the impression that there are StarFleet Bldgs in both San Francisco proper and what us locals call the Marin Headlands. I dont remember the Breen episode. Have we ever seen a canon source on what bldgs are where? I got the impression the Acadamy campus is in Marin, and StarFleet HQ is in San Francisco.
