To add to what Knife has said. In most criminal scenarios the shooter is standing, that makes controlling full automatic fire with more the a few rounds near impossible. If someone simply empties the magazine all at once chances are most bullets will be going up into the sky.

Full automatic fire also empties the magazine rather quickly, and many shooters are taken down while they pause to reload. This is especially true of school shootings when you got lots of people at close quarters.

This reminds me of an incident in the UK in which criminals begin complaining that it was unfair for the police to be issued body armor.
