With Hyperdrive, just about anyplace in the galaxy is reachable within a few days, if not hours.

Has the Old Republic, Empire, or New Republic authorized any kind of "sleeper ship" to scope out neighboring galaxies?

In some fanfics I believe there is mention of an "Outward Bound Flight", though I don't know how canon this is.

Given that AoTC showed us two other galaxies...I would venture the OR did explore other galaxies.

Also the Outbound Project is something Zahn came up in HttE.

Outward bound flight project was invented by Zahn, It was a bunch of Jedi masters who were going to go explore other galaxies. Palpatine didn't like this so he send some ships to blow the Jedi up. Paply's ships were ambushed by Thrawn, who inturn was convince the outward bound project had to be stopped so when the jedi arrived he blew them up as well.
The chiss government didn't like the fact thrawn attacked first and exciled him. Late a Star Destroyer found him and took him the the now-emperor Palpatine, who gave him a military comission.

I read one time that the Emperor planned to build a 256km long Imperium class ultra Star Destroyer that would travel to other galaxies to expand the empire, but it was never built.
The embodiment of Palpatine's plans for extra-galactic conquest, the Imperium would have been as powerful as a Death Star, but much more mobile. Equipped with a small fleet of capital ships, thousands of fighters, and innumerable support craft, the Imperium would have had virtually unlimited range since it would also have carried several World Devastators to produce needed supplies. With this ship, the immortal Palpatine would have spread the Empire across the universe. Rumors suggest that the crew would also have been "immortal" as well, thanks to cloning equipment that would have been onboard. Thankfully, Palpatine was not as immortal as he had hoped, and the ship never progressed beyond initial planning before his final death. While some die-hard Imperials wanted to try and actually build it to use against the New Republic, saner heads prevailed and the Imperium remained only a terrible dream.

The leader of the Outward Bound Flight was the original Jorus C'Baoth, a Jedi Master (who, according to Star Wars Gamer, never trained any padawans).

Nice pic. It also points to the (non-canonical) existence of Sceptre, Eradicator, Malevolent and Inquisitor class ships.

Those are all nothing more than fan designs. They've got no standing at all.

"Non-canonical" would still imply that they might be official.

Those are not even apocrypha. They are fan creations, and therefore called fan creations.

Yeah...but it looks cool!

Imagine how the Vs debate would go if that monster had real status, and was actually built? :D

Non-canon is not the same as no standing at all. Fanfic and the EU are equally non-canon; the former doesn't matter at all while the latter does.

Actually, the EU is canonical (in a literary sense) in so far that it does not contradict the intent of films, screenplays, comic depictions, novelisations, and (recently) the Incredible Cross-Sections.

And since the older ICSs are used as EU references, and one of the big reasons Saxton was picked was because of his policy of "examine and try to incorporate every bit of the EU", the latter is none to likely.

The amount of forethought he put into that things is amazing really.

I always enjoy his ability to mend fixes through the existing continuity, to adjust for more movie-scale universe. His interview on TF.net was a treat.

Yeah. The man has a lot of passion about it and it's great to see him recognised for it. I'm just glad to have helped with some contributions to his site.

Actually, the Spectre looks a hell lot like Admiral Giel's flagship, and the Malevolent-class and Inquisitor-class battleships are scrapped concepts for the Executor.

I use the word canon in the literal sense: there is no apocrypha, just canon and non-canon. The books are canon, but not so much as the movies.

Those seem to simply be made-up names for the unidentified Imperial capships from the Star Wars Technical Commentaries.

Don't be such a brick, YT.

For simplicity's sake, we group them in three categories: Canon, Official, and Apocrypha.

Canon is absolute. Official is canon but outranked by Canon itself in terms of hierarchy. Apocrypha is excluded and noncanon at all levels.

Indeed - as I pointed out, two of them are scrapped concept for the Executor and the Spectre-class looks slightly like Admiral Giel's flagship.

(although it's way smaller and sleeker than Giel's ship)

As for the Imperium-class - I kinda like the appearance, but 260 kilometres?? For some reason I think it's OK for Death Stars to be that big but not for a star destroyer.
