Arnold Schwartzeneggar on the issues here.

To summarize for those that don't want to read the link.

In favor of:
-Legalizing medical marijuana
-Abortion Rights (IE he's pro-choice, but doesn't support partial birth abortions)
-Assault Weapon Ban
-Background checks on firearms
-Prayer in public school

Opposed to:
-Offshore drilling
-Gay marriage (he defines marriage as between a man and woman specifically)
-Granting driver's liscenses to illegal immigrants

No position given on, is unsure of, or left as a possiblity:
-Affirmative Action
-Proposition 54 (which bans most collecting of racial data by state institutions)
-California's fiscal problems, except that he doesn't like 'em and claims to be able to fix them.
-Left the possiblity of raising taxes in California for emergencies open.

His positions are perfectly suited to the Republican party's game plan for California; I find it highly unlikely that he just happens to hold that precise set of views (especially the bit about school prayer, which is not only unconstitutional but normally indicative of much more than the usual religious fervour, from a man who has never expressed anything of the sort).

He has an interesting mix of opinions. The prayer one is puzzling, I agree with others it seems like pandering. A big segment of the Republican party here thinks he is a faux Republican. The Democrats are accusing him of being a tool of the right. His opinions seem to be desiged to get some acceptance from both groups.

As for offshore drilling, thats a big one here. Some of the oil is close enough to the shore that any accident would trash the local tourist economy not to mention who wants to visit the beach to look at oil derricks. I doubt oil drilling will happen here for a long, long, time. Its basically comes down to competing interests. Oil vs. tourism. Oil vs. real estate. Oil vs. environmentalists. And so on. Oil will lose in this case.

You have to remember that it was Sean Hannity giving the interview. I listened to a segment of it, and I suspect that the reason why Arnold said he was in favour of prayer in schools is because of the wording of the question. This was his exact response:
"I believe in prayer in school and I think it should be up to the schools, you know, what religion they belong and what direction they want to go,"
Admittedly, it's hard to interpet, but from that I'd get the idea that his conceptualization of prayer in schools is allowing students to pray as they desire, regardless of religion, and even that being up to the individual school district.
