In all seriousness, Wong is right in that it is fairly obvious that the blackout we suffered through was caused by issues regarding the grid and the regulation of the power industry than any environmental concerns the industry might have. Though you have to wonder if it is indeed true that any refit of the power plants would increase in cost due to this legislation whether the power industry would carry out what the grid most desperately needs - upgrades.
