Not only does the evidence clearly demonstrate that, it's what David Kay is going to say when he delivers his report- noone's seen fit to comment on that thread- it's further down the page, in case you haven't seen it. Instead, they're saying that when sanctions/inspections were over, Saddam planned to rebuild his stockpile. Well, who woulda thought! The Al Samoud 2s were declared by Iraq as exceeding the 150km limit on such weapons by up to 33km in test flights (183km being the highest achieved). Iraq argued that the final range would be less than 150km. Regardless, the missiles were tagged (so UNMOVIC could detect their movement) and UNMOVIC then went about supervising their (and the production equipment) destruction up until the last day of the war- since Iraq declared them and then proceeded to destroy them as it was called on to do, it can hardly be used as a justification.
