Let's compare your claim to reality, shall we? The AAA commissioned the Mizell report, which estimated that 10,037 crashes were caused by violent aggressive driving (aka "road rage") across the entire USA between January 1, 1990 and August 31, 1996 (that's a 6.5 year long period).

Divide 10,037 by 6.5, and we get around 1.5k incidents per year. Assume that LA has 1% of the road rage incidents in all of America, and that's 15 incidents per year in LA. And I'm not even accounting for the fact that crashes from road rage vastly outnumber street fights from road rage. So no, these kinds of incidents do not occur on an hourly basis in your neighbourhood. They do not even occur on an hourly basis in the entire USA.

Sorry, but that "culture of fear" idea is looking more valid all the time.

At the time of the first incident it was April of 1992 and I was working for the state government. I got stuck in the middle of the LA riots.

The second incident was me comming home from the State Government Job and despratly needing a lift. Which is the last tiem I spoke with "Tony F." Of course this was the first time I had seen Tony since high school, and well he was part of the AV circle in High School.
