When are any particular parts of people PUBLIC property? That would be like calling a piece of a person the equivalent of the dirt people walk on and spit on in some city park!
So now what? A piece of a person belongs to the possession of the public?

Someone should point out to the judge the error of his ways in one of the following manners
Reasonable: Point out the obvious problem with this. It's one thing to do so out of nesscity (okay, bad spelling) or accident. i.e brushing against someone while trying to get by them. It's another to do it on purpose. i.e ass pinching
Unreasonable by effective: Get 2 gay men to back him into a wall and fondle him in a manner he will not like (of if he's gay, two straight woman. I can't imagine a gay man ruling this way however), and then tell him 'sorry, your privates are public property'
