I think he meant "luxons," which IIRC, are all particles and matter that travels STL, basically the opposite of tachyons.

luxon - A particle which travels solely at c. All luxons have a rest mass of exactly zero. Though they are massless, luxons do carry momentum. Photons are the prime example of luxons (the name itself is derived from the Latin word for light).
It is a general term for all particles which travel at c, including but not limited to photons. A blanket statement that fission is caused by luxons is at best a half truth and at worst a prime example of someone who's throwing around terms he doesn't really understand to impress people. I refrain from judgment.
