I really enjoyed the episode when Apu was having an affair *aired tonighed* and Homer just walked backwards all the way home and dreaming it. ROFL....there were a ton of many things that Homer outclass Peter IMO. Peter isn't actually funny to me.
IMO, putting Stewie shouldn't count as he is a cast of the show not Peter himself. Stewie's qualities shouldn't be passed up to Peter.

I've gotta vote for Peter, just because Peter and Lois remind me almost perfectly of my roommate's parents. His dad is real laid-back and easygoing, doesn't give a rat's ass about most stuff, while his mother is a worrier who's constantly bustling about. Actually rather amusing when they drop by to visit him.

Plus, he has all the completely random stupidity you could ask for. There is no way that you can claim that Homer is a worse character than Peter, because Homer actually has a well-rounded character.

While some seasons are much better than others, each episode usually has a coherant story and a message. It actually tries to reflect the human condition and the characters actually learn things. Another thing is that for the most part, The Simpsons doesn't hang onto it's jokes as long as Family Guy does.
Episodes of Family Guy play out like the jokes are two few and underwritten, so they have to stretch them out longer than they should, to the point where they lose their punch.
I mean, about a month ago while I was watching an episode I was thinking to myself "Okay, so why exactly have we been watching Stewie sing "Rocket Man" two different ways for more then sixty seconds?" I know it was probably a reference to something, but Christ, was it boring to watch...

I love Family Guy precisely because it is mindless, random insanity with non-sequitur obsolete pop-culture references thrown in. There are shows I watch when I want thoughtful entertainment and shows I watch when I want to turn off my brain. Family Guy is naptime for my brain.
That said, I relate quite easily to Peter's non-sequitur references, mainly because I love throwing them into conversation with my friends at random as well.

I don't know why so many people hate Peter so much. I think that for the time, Homer was funnier but today Peter makes me laugh more. Take this example:

Spanky, that had to be the LEAST funny joke of the entire series (and no, I'm not kidding) and it's hardly a basis for discounting the humor of the entire show. Homer Simpson all the way. He is THE original stupid fat guy. He's the life blood of his show. Plus, we have seen moments that prove he's a really decent guy under all that fat and witlessness. I don't recall that ever happening with Peter Griffin. I mean, the guy got massive plastic surgery done to make himself look good, and then when he and his son go to some beautiful people's meeting and he finds out his son isn't allowed in, he just leaves him outside. What a jackass!
