IQ vs
Using modern day IQ scale, what would the avg. trek and wars character's iq be? Divide it into sub groups if you want.
IMO:
Stormies: 75 IQ
Red shirts: 65 IQ
Trek Brig Crew: 90 IQ
Trek Engineer: 110IQ

Acutal Stormys are pretty smart, exculding the guy who ran into the Door Stormys I'd place at around 100-120 in the IQ deparment,

Well, the Trek Engineer's IQ ca'nt be single-digit, because then, they couldn't speak at that level. They're probably 90 at best. Stormtroopers probably rate around the 100 level, and Imperial officers are probably around 150. "Simple-minded" doesn't necessarily mean "dumb".

Cannon fact is communcations are down when shields are up(Because SW shields extend into the Hyperwave and Subspace areas) and since they are COMPLETE shields
IE 100% NOTHING gets through it makes sense for communcations to have a wee bit of a problem communcating with a perfect shield there
So you must drop a section or do the SW equivlant of tow a line behind you to communcate

Well there ARE comm systems which can communicate with shields up but Subspace, Hyeprwave, and HoloNet are all blocked by shields. As to the DSII example its worse than blame Vader its blame the Emperor. If everyone will recall it was the "Emperor's ordered us to remain here. He has something special planned..." It is analogous from a direct order from one's Commander in Chief. If Geordi is anything to go by on the IQ scale...
...I merely remind everybody that it took Mr. LaForge nearly an entire day to figure out that a computer virus could be wiped from the Enterprise's memory in "Contagion" just by turning everything off, wiping the databanks, and reloading the OS and operating programmes —and he had to actually see it happen with Data before it actually occurred to him.
In another example, it took Geordi a painful number of hours before he figured out that the way to escape the Iralius asteroid field and aceton assimilator trap in "Booby Trap" was to turn everything off and use reaction thrust and momentum to clear the Enterprise out of the danger zone. Had they done that at the very beginning, the use of manoeuvering thrusters would have been sufficent instead of the "one big burst" of impulse power. He also didn't raise a peep of objection to Picard's absurd idea of using phasers to destroy the assimilator asteroids even after it had been pointed out that the things absorb incoming energy to feed their own function and pump out radiation! And this occurs to nobody on the bridge. Not Picard. Not Riker (though he doesn't have the brains for it). Not Troi (she neither). Not Worf (or him for that matter either). Not Data. Not Wesley the Wünderkind. And especially not Geordi. Nobody on that damn bridge objected to a plan which was only going to make things worse!
That doesn't impress me all that much in regards to the mighty brainpower of Starfleet. Time, I think, to revise those Feddie IQ numbers downward.
