Now that Arnold is California's governor we have an interesting scenario to propose. Who would win in a death-match between the two buffest governors in the US: Jesse Ventura and Arnold. Since Arnold is aging, now, we're going to have them both in their primes (for Arnold, that means body-building, for Ventura it can mean either his days as a SEAL or as a wrestler). No weapons. Who comes out on top?

In scenario two, we have to the two engaged in a political debate. Which one appeals to more voters, and which one wins on points?

On fighting, probably Ventura. While not as physically strong, he likely is better-trained in combat than Arnie.

On debate? Probably Ventura, since Arnie doesn't appear to be a very strong debater. I would imagine Arnie appeals to voters more, though.

Debate, I would call it for Jessie

I am only basing this on his greater willingness to discuss issues, so I could be wrong here

Ventura wasn't a SEAL, he was an UDT swimmer several years before the organizations merged. Which means he would have gotten only a small bit of unarmed combat training, and not a whole lot more with weapons.
