Workers nabbed on immigration charges; executives facing subpoenas, U.S. official says.

WASHINGTON (CNN) - U.S. officials are sweeping Wal-Mart stores across the country in a bid to arrest about 300 illegal workers, law enforcement officials said Thursday.

The arrests came as part of investigation into subcontractors that provide cleaning crews for Wal-Mart, the world's largest retailer. Many of those arrested were eastern European nationals who were coming off night cleaning shifts at various Wal-Mart locations, the officials said.


Arrests were made in 21 states, most of them in Pennsylvania and Texas, officials said.

The latest arrests stemmed from two prior investigations by federal immigration officials involving contractors and Wal-Mart stores, one in 1998 and another in 2001, the officials said.

"We're currently trying to understand the scope and the detail of the investigation," Wal-Mart spokeswoman Sharon Weber told CNN. "We are talking to the (immigration bureau) and, of course, are committed to cooperating with them."

Wal-Mart uses at least 100 outside contractors for cleaning services at about 700 stores across the country, she said. "We do require each of these contractors to use only legal workers. We do not know if the current investigation involves one or multiple outside contractors," Weber added.

But federal law enforcement officials said information from an undercover investigation revealed that some Wal-Mart executives and some store managers knew of the immigration violations.

"If a company knowingly hires illegal workers, it can be penalized up to $10,000 per person," Garrison Courtney, a spokesman for the Bureau of Immigration and Customs Enforcement, told Reuters.

Though Thursday's arrests did not involve criminal charges, officials said grand jury subpoenas have been issued that could lead to such charges.

Weber said she did not know if any Wal-Mart executives knew about hiring the illegal workers. Law enforcement officials also sought information at the company's headquarters in Bentonville, Ark., Reuters reported.

Industry analysts said the probe might hurt Wal-Mart's image but wouldn't necessarily hurt its financial results.

"It looks like these illegal workers were hired by contractors and not directly by Wal-Mart. Is this really bad press or slightly bad press? I think it's the latter," said Mark Mandel, analyst with Blaylock & Partners. "If Wal-Mart was hiring from sweatshops, that would be much worse."

"Where this could hurt the company is in its reputation of not being a great place to work. If left unchecked, it could have an impact on Wal-Mart's image," said John Allen, senior partner with corporate brand consultant Lippincott & Margulies.

The other states were arrests occurred are: Alabama, Arkansas, Arizona, Connecticut, Delaware, Kentucky, Massachusetts, Maryland, Michigan, North Carolina, New Hampshire, New Jersey, New York, Ohio, Oklahoma, South Carolina, Tennessee, Virginia and West Virginia.

A) They're still here illegally. The fact that they aren't terrorists doesn't mean they should simply be ignored.

B) This is the government. The standard response to failure is to go overboard with zeal.

As to keeping an eye on colleges, they have been doing that as well. A German exchange student here got sent home early do to visa problems (aka the INS or some one was slow on the extension paperwork).

Who cares? They're here illegally taking up jobs that someone else could have that actually lives here legally. If they can't come through legally, they shouldn't come at all. PERIOD.

Damn them, they had better not bust the Ukrainian janitors in my grocery store. They do a damn fine cleaning job and they sure do BUST THEIR ASSES. They clean other stores too and they're always driving around from one to the next. The one guy comes in and he's stone dead tired and he goes and falls asleep in the break room and then he gets up and spends the whole friggin night cleaning the place. I only wish I had the work ethic they have. I was talking to one of them and they have it so much better over here. She told me she makes as much in a week sweeping floors here as she did in a month teaching school back in the Ukraine.

There are roughly 6.5 million illegal workers in the US...trust me, those 300 are a mere drop in the bucket. A few weeks ago there were also 90 more arrested in Pennsylvania working in a distribution warehouse for TJ Maxx. Illegal workers tend to be farm labor, meat packers, poultry processors, and janitors.

Very true on what jobs illegal's tend to have

If the Federal government were to serious want to remove the illegals, they'll have to do more then what they are doing now.

'Sweeps' of Temporary employeement and contractor companies would be a good idea (i.e 'I need 20 people to pick crops....' or 'I want to hire your company to clean my mall's toilets)

Schools would also be a good idea. How many people get in on student visas, then have them expire and get crud jobs I wonder

a 'turn in the illegal worker' hotline would be an idea, if there was a 'pay per confirmed tip' system. (unforuntately, that would be expensive, and might be a legal nightmare). You'd have to limit it to employers and employee's of the business.
If an employeer/owner of the business in question turns the illegals in, no fine. If they are not the 'turn them in', then MAJOR fines. Like $20,000 per illegal and jail time.
Watch a shitload of employeers call the hotline now in fear of there profit margins.
Heck pay those that turn them in. However, there would have to be something set up where if you keep hiring illegals just to turn them in, you don't get as much money.

a 'turn yourself and others in and you get to stay' system would work. i.e your an illegal, you work with a bunch more ilegals, you turn them in, your now legally emigrated.



Hey, a total sweep would also bail out the airlines at the same time. Think off all the international plane tickets the governmentw would have to buy :)

MEXICO CITY (Reuters) - U.S. House Minority Leader Nancy Pelosi said on Friday police raids on dozens of U.S. Wal-Mart stores in the search for illegal immigrants this week amounted to "terrorizing" workers.



"It instills a great deal of fear in people who are only trying to earn a living and put food on the table for their family," Pelosi, a California Democrat, told reporters on a Congressional visit to Mexico.


Hundreds of workers at Wal-Mart Stores Inc. locations across the United States were arrested on immigration charges on Thursday in an investigation into contractor cleaning crews.


"We think there might be a better way to go about this because the fact is that it is against the law for the employer to hire these people so there should be more focus on the employer and less in these terrorizing raids," Pelosi said.


She was speaking after meeting Mexican President Vicente Fox (news - web sites) for talks on immigration and border security.


Pelosi said the Wal-Mart raids showed the need to legalize undocumented workers in parts of the economy other than just the agricultural sector.


Several bills to grant legal status to illegal immigrants working in U.S. agriculture are before Congress, including the Berman-Cannon bill which would let an estimated 500,000 illegal immigrants earn legal residency.

No, the average American would take them, but employers would rather pay illegals 2 dollars a day in under-the-table deals.

Isn't George Bush in favour of these kinds of naturalization measures for Mexican immigrants? I seem to recall that he made a lot of very pro-Mexico statements when he first got elected (and snubbed Canada repeatedly; I am forced to wonder if we would be more highly regarded in your country if we emulated Mexico's example and dumped millions of uneducated workers on you, although I don't think we have quite the oversupply of uneducated labour that Mexico has).

The only good policy to come out of 9/11 and the reaction to it was that those plans were put on hold.

Good point. Luckily for us, we have the one foolproof measure to keep Mexican immigrants from wanting to come here: it's cold. They just can't handle the cold. I remember talking to one Mexican immigrant during February and he said he wanted to try going to the southern US because he couldn't take another Canadian winter.
