Reaper was NOT among the first generation
Executor-class vessels like the NRS
Lusankya, and could very well have been a "late-model"

Lusankya fights future battles for the NRDF. It wasn't scrapped, and the opinion of the politicians and naval staff in the BFC is irrelevent if they did not awknowledge the NRS
Lusankya as existing, despite the unambigious evidence it did.
