Hitler has appeared in doll form several times over the years. I remember seeing an entry on the Japanese hobby webstore Hobby Shop under a garage doll manufacturer (Dragon, I think) that focusses on quality 12-inch military dolls, particularly for WWII. But their items are geared towards doll collectors and military enthusiests, not children.
I believe in a sign of Zeta.

The thing is that there are still action figures of Nazis.
Action figures of people like Hitler, Bin Laden, etc. are more about their reconizeability as opposed to supporting what they believe in.
