It is. I do basically the same thing with the buttons on the site above (they get brighter when you push 'em!) For the hover thing, just use onmouseover="functionYouWantToCall()" as an attribute, though you can also do it only in JS. A good cross browser javascript/css/everything guide would be http://www.quirksmode.org/ (formerly www.xs4all.nl/~ppk - I hate the new theme, ugly).

I'm pretty sure that you can do that using CSS2. If I had to use javascript, what I'd do is draw a computer with a blank screen, and this would be the "mouseoff" image.
