"I have lived in the Commonwealth since I ws a boy. My father and mother weere merchants, and as such, spent a great deal of time among the aliens and foreigners the Priests had warned us against. My parents learned, in time, that success in business required acceptance."

"I too, take those words to heart. If the great powers assembled here will allow it, I will return to my old homeland, and stand as Emporer. Under my leadership, backed by the military might of your powers, I will reshape the Empire into a peaceful, productive force in this Galaxy."

"Of course, I realise the horrible crimes my people have commited. CEO Gladstone- The eastern provinces of the Empire will be yours. It is only fair. Any of the other empires who seek areas to control, I should warn you- my people are violent, and it will take time to cow them."

Formed following a bloody, intergalactic war, the CPS is designed to ensure free trade among states despite political conditions.

The The CPS is very simple- all members agree to maintain low tariffs with other CPS powers, and accept the CPS Credit as the money of choice for international trade.

The CPS maintains offices around Known Space, in many powers, and has no headquarters.

Acheiving membership is simple, in the CPS. A nation must meet three requirements:

A: Low tariffs on all imports and exports
B: Usage of the CPS Credit as currency of choice for international trade
C: Must have a majority vote of the other powers in the CPS.

Powers in the CPS can vote on only two things: The admission, or the expulsion, of a power from the CPS. The CPS has no power beyond that.

Following the diplomatic debacle created by the Aquarian government's badly fumbled genetic engineering, xenomorph infestations in independent space have skyrocketed. With official reports in the thousands per day, many planetary militia's and governments are turning to petition aid from the major governments.

In an unexpected move, the Black Alliance[history][military assessment] has absorbed dozens of worlds into it's sphere of influence, routing the Xenomorph infestation quickly each time. At this time, the other Alpha Quadrant powers were not availiable for comment, but we will bring you their responses as they develop.

Across hundreds of listening posts and stations across the galaxy, the same signal was intercepted. It was badly degraded, and almost unintelligible, but it wasn't long before several reports were made to superior officers, and it wasn't much longer before the source of the transmissions was identified.


In the ebon blackness of space, the Hades class Monitor Restless waited, spewing a stream of information indiscriminately ahead of it, fulfilling it's mission as best it was able to.
The original idea had been to get the vessel to broadcast it's message closer to where human inhabitation was suspected, but an attack by an unknown alien species had damaged the ship's transmission equipment, and the captain had grimly decided to at least get a corrupted version out before the Xenos came back and finished them off.

The ship was alone save for a badly damaged pair of Stygians escorting it. They had taken the brunt of the alien assault, but neither had been entirely incapacititated, which was a blessing.

The Emperor and his military advisor sat in the command bunker.

"It's definatly an Outworlds Alliance signal."

"I thought they were destroyed during the war?"

"Some of them must have gotten away."

"They havn't been in known space for a while. They asked for Floaters and Durandelians"

Within hours, three Glory-II class cruisers were prepped and dispatched to assist the OA vessels.

Though some of you might have guessed that Floater colonists played at least a part in the Commonwealth's formation, it should be noted that Floater culture was more or less obliterated in the Floater War. The Commonwealth has a large portion of it's citizenry Formed for space, and there are even some Mother Void Church followers, but the Free Floater Republics no longer exist.

Some historians know about the Republics and the war, but most records have been lost.

Turning away from the display screen, Captain Khalif of the Restless breathed a slow sigh of relief, but the pressure in his chest did not abate. They had no idea whether or not the vessels they had exchanged communications with were hostile or friendly.

"All crewmembers, this is Khalif. Move to full combat alert, Marine teams, stand by to repel boarders. Non-vital crew, move to designated secure areas. Fleet, stand by for possible action."

"Sir!" Khalif looked towards his sensor officer.

"We have two incoming hyperspace signatures, sir." Grimacing, the Captain moved his gaze to the main tactical display. Things had just gotten...interesting...

The man returned to his contact, this on Mons Olympus at Mars. He was highly perceptive of other people's emotions, but it was not from any gift or curse of empathy. No, he had simply trained himself to become a most excellent observer of people. Kziniti, youma, humans, it mattered not. They all had their own ways of expression. Andrew's reaction was nothing of the ordinary.

His contact, however, had an inhuman lock on his emotions. He could never tell what this man was up to, who he worked for or why he used his services. He only knew that this person paid well. Very well.

In international news today, outbreaks of violence between extremist groups across the galaxy have increased with rapid frequency. The Galactic Trans-National Socialist Worker's Party and the Red Action Front had recently been seen in bloody streetfights on several worlds in a newfound bid for dominance. Numerous other groups have also fought against their own enemies as a long-simmering peace has ended. Police on several worlds are working overtime trying to stop the bloodletting. "Kim, the situation is contained here, but only barely. Remote cam feeds are showing viscious no-quarter combat between the brownshirts and the redshirts without any real resolution. The two sides are evenly matched and heavily armed; the military has been called in to deal with them but even they take casualties. You can see the still-hot wreckage of a military shuttle that was shot down. Police Captain William Kenning is here, what can you tell me?"

"Ms. Guiba, we're slowly containing them, but it takes a lot of work and they're making it costly. And when this flares down somebody else is going to raise Hell. All of these violent paramilitary and political action groups have just started to go on the offensive."

We can offer space for an office on one of the few orbital docks in our home system, as we don't know if your craft are equipped to enter and maintain control in Jovian atmospheres as our craft.

The garbled message was received, and the local AI sent the message to Central Observation for further orders.
After the Central Observation AI analyzed the message, it signaled the officer of the watch of Central Observation via Datashpere. The officer notified Fleet Central AI, and after consulting, a pair of destroyers currently around Desjardans was sent to investigate. After all the happenings, one can't be too paranoid.

The two ships immediately left for the locus of the transmission. It took only two jumps, and when they arrived, it already was busy with Krytosian, TSC ships, and some...unknown ships.

"Greetings," The commanding Captain of the List Rodgers sent out to the other ships with a sardonic smile.

Violence. War. Rape. Slavery. All of the Great Powers indulge in these sadistic pleasures. It is time for the nations of the Galaxy to unite in common defense, and restore rule of law to the Galaxy.

Goals:
The Grand Alliance is a defensive alliance, created to stop agression and defend the victorious powers after the Fanatic Wars.

The Grand Alliance is also concerned with the clensing of pirates and the protection of merchnt spaceways.

The Grand Alliance is not an agressive institution. Nations will not be expected to contribute to offensive actions.

Obligations:
All signatories to the Grand Alliance Treaty agree to:
1. Provide military force in the defense of any other signatory who is subjected to unprovoked attack.
2. Contribute vessels to the security operations in the Azegart Empire, at least until rule of law is re-established.
3. Cooperate with other Grand Alliance members in defending convoys from pirates.
