What does it take to officially start a political party?

Varies from country to country... And from state to state sometimes.

Generally you need at least 200-1000 registered voters to sign on to your party and present that to an electoral commission.

With enough money anyone can start a political party anywhere. Of coure popular support for your cause also helps a lot.
