No, there is an established judiciary, although it appears that the some of the judges ("jurisconsults") are employees of the Judicial Department, which means that the courts and galactic police (such as it is) are part of the same organisation. This is roughly comparable to allowing the Department of Justice pick the Federal judges. Queen Amidala chose to make an appeal to the Senate not as a judicial matter, but as an alternative to the judicial solution (remember her remark that the courts take even longer to decide than the Senate).
There is a Supreme Court, but other than that it exists there is little known about it, except that it had original jurisdiction in the case against Nute Gunray and his conspirators and conducted trials against them four times. It would be interesting to know under what circumstances the Supreme Court itself would conduct trials; is it because Gunray was
de facto chief of state of the Trade Federation? Unfortunately, there is little evidence.
