If they did this, then they would have to make it legal to download music in Canada (you can't very well tax someone for doing something and then charge them in court for it too; it's either a legitimate taxable activity or it's not). It's already legal to make individual copies of CDs in Canada because of the blank CD tax.

Not neccessarily, at least in the US. You might all know that, famously, Al Capone was brought down for income tax evasion. However the income he failed to report was his illicit earnings, thus the activity was both illegal AND taxable. Unfortunently, all that is likely to get you is the RIAA getting your address from the letter and then sueing you. Unless I'm mistaken, the artists don't "own" the music with their name on it, and they certainly don't own the CDs.
