Would Wesley Clark's stated policy of giving a $5000 tax credit to corporations for every new american worker hired work out?

I was reading a special print section on the election of 2004 in my local newspaper(in this case, The Salt Lake Tribune), when I noticed that it mentioned that Clark supported giving $5000 in tax deductions to corporations for every new american worker hired.


Is this the right sort of entitlement, or just bullshit that wont work?
I actually kind of like it; I mean, come on, the Japanese played import-export game in their development, why cant we?

I'm not sure how practical this will be, unless he also knows where to place the budget cuts which inevitably result from potential tax lowerings.

As for the Japanese - weren't they hit by an economic crisis in the early 1990s which they never recovered from?

The way he put it forward I could fire my whole staff, employ new people and then get a tax cut.

It would be open to massive abuse as Spoonist noted and wouldn't work very well at actually getting any new jobs. A new position is going to cost a company rather more then 5000 bucks.

Corporations don't hire people for the sake of hiring people. They hire people because they need jobs to fill. If there are no jobs to fill, they will not hire. To do such would me a huge misappropiation of company funds, and a meek $5k would not cover the net loss of such a stupid action.

5,000 dollars for a tax credit is not going to stop anyone from outsourcing.
The big costs for hiring an employee are wages and benefits. That 5K would slightly offset a typical employees salary for the kind of work that is usually outsourced.

It may work for Micky D's or or some other low end service job but that's about it. $5000 probably isn't enough to even cover the cost of the hiring process for a single employee at a decent paying job. And as others have mentioned, it's just begging to be abused. Hell, I could probably fire everyone and re-hire them at lower salaries and get the $5000 credit at the same time. And if I can't do that I'll lay them off a few at a time and hire new help at lower salaries, and once again I get the $5k credit.

If you hire a full-time employee that you don't actually need, you'll waste a lot more than $5k. If you hire a full-time employee that you do need, you don't need a $5k tax deduction to get you to hire him. But leaving aside the abuse issue, this sort of thing might actually fly with small businesses, but not with large ones. Individual people, after all, do go out and buy cars because they get a small cash rebate which is insignificant next to the cost of the car.
