The Hapans are at their highest peak; The Feds are at their highest peak. In a flash the Hapans and the Federation have been merged without any consent. Hapan worlds are now next to Fed worlds, Hapan ships are next to Fed ships, and the Hapans are very mad.

Hapans. The two organizations are approximately the same size, but the Hapans have all the SW advantages (gigaton weaponry, planetary shields, ion cannons, hyperdrive, fast sublight, fast communication, etc.). They win this within a few weeks.

I have almost reached the regrettable conclusion that the Negro's great stumbling block in his stride toward freedom is not the White Citizen's Counciler or the Ku Klux Klanner, but the white moderate, who is more devoted to "order" than to justice; who constantly says: "I agree with you in the goal you seek, but I cannot agree with your methods of direct action"; who paternalistically believes he can set the timetable for another man's freedom; who lives by a mythical concept of time and who constantly advises the Negro to wait for a "more convenient season."

Hapans only have 60 systems under their control. This means limited industrial capacity and limited manpower. The result is that I don't think they can conquer through a series of ground wars, the Federation simply outnumbers them too much and we've never seen anything with regards to ground pounders from the Hapan's anyways. And they have certainly never shown any tendency towards a BDZ type event.
Given their small size, I suspect that the Federation can out manufacture them, but their massive tech advantage should negate that.
Their battleships have fixed placement guns with a longer refire time, but I suspect they are also a bit more powerful given that a fleet of Battle Dragons and Nova Cruisers can decimate an Imperial Fleet sent against them.
I forsee the Hapans winning by them seeing to it the Federation tears itself apart. Repeated strikes against lone ships and taskforces, followed up by wiping out starbases and shipyards and set fighters loose on the subspace comms. No way to communicate or move between planets and the thing will just fall apart.

Does this means the Hapans have acquired the Turbolaser technology from the New Republic as they did in NJO then? If so its a no Brainer. If not, then I still hand it to the Hapans but its a bit closer.

And if we take into account the inevitable rebuilding of the Hapan Fleet after the Vong War. (Which we do with the federation in terms of rebuilding after the Dominion War as a part of VS debates) Then the hapans have both the largenumber of ships and the rapid fire TL technology given to them by the NR. Taking into account the TL technology and the eventual rebuilding it's the hapans in a landslide. I would also think that the Vast Wealth of the Hapan Consortium would play a significant factor as well.
Do we also get the Added benefit of Tenel Ka's leadership? That puts a JEDI in charge of the Hapan War effort. Surely something that cannot be simply overlooked. She won't be doing any force chokes anytime soon but I would think the force would play a part in her effective leadership.

I doubt they'd even fight, but assuming they did...
The Hapans have huge advantages in firepower, propulsion, and shields. They don't seem nasty enough to just BDZ everything in sight, nor do they have the manpower to occupy the entire Federation. However, they can easily smash & capture a few key worlds like Earth and Vulcan, then dictate the terms of the peace treaty. A victory by any standard.

With regards to Manpower, Im guessing hapan Agents each armed with a Gun of Command might be able to come up with some pretty interesting Federation policies, or cpture some officers and easily extract information. The fleet battle would be over before it began.

Since when was 'winning a war' a euphemisim for 'genocide' (BDZ) or occupation. The Hapan fleet is superior to the Federation fleet, even if there isn't a 'major decisive battle' Starfleet will eventually be neutralised ... what is the Federation going to do then? Throw rocks from their planets at approaching ships?
The Hapans need to only to destroy Starfleet, and then set up a limited blockade, even if the Feds don't come to the table after this, they won't be a threat so it wouldn't matter.

Since when do Federations planets require large amounts of forces to conquer and occupy? In "Unification" less then a division of Romulan troops were expected to conquer Vulcan.
