It sounds to me like a case of bad GMing... If you're just on a run and gun game, then tell the GM to put down RIFTs and go and play Macho Women With Guns. In fact, if you look at the majority of role-playing systems they're all geared towards combat, but that doesn't mean that you HAVE TO HAVE A COMBAT FOCUSED GAME.
You got it backwards. What I'm saying is that Rifts might possibly be good for a mindless MegaDamage (TM) combat focused game, but it really really sucks at being anything deeper than that (like having skills, totally useless, this system is clearly not intended for anything other than blowing up crap and being a Dragon RCC)

Kevin Siembada is a dick. No two ways about it. But if you ignore his wanking in the introduction to each book, then the system isn't that bad.

Just reading the books, in Rifts 9 times out of 10, the bar-wench *IS* a Dragon in human guise ;) and it also HAS megadamage fleas for good measure.
MDC/SDC differentiation was best described to me by a friend using the tennis ball analogy.

A tennis ball does 1 SDC. Modern body armour, has a 100SDC/1MDC. But no matter how many times you throw the tennis ball at the body armour, you're not going to degrade its effectiveness.
Except that in Rifts, the only thing in the universe that has SDC are humans. Even the family dog has MDC.

CORRECTION: Actually, the only things with SDC are humans and old dune buggies. So if you ever go to a Pre-Rifts museum, you can pitch your human against an old dune buggy.

Cyberpunk 2020 is always good for killing people, an average heavy pistol shot to the body is already putting you in danger of dying each round.

For critical systems, the Middle Earth Rloe playing game had some truly lovely critical/fumble tables that we adapted for most rpgs in my group.

And Traveler isn't alone in killing you in character generation, its possible to do it in Hackmaster as well with the class specific books.
