The report delivered by Kay in September might as well have said: "we haven't found any weapons, or any weapons programs, but what we have found is a clear intent to start thinking about a possible weapons program that would at some time in the future, after the sanctions and inspections were lifted, possibly go some ways to producing weapons of mass destruction".
