Well I'm back to Millenium. On the XP front, I've found it has lots of random quirks it likes to throw out there from Install to install - it's current one is a steadfast refusal to remember file view preferences. That said unless the Paypal is really new, it would have been on the previous install and still not showing the Paypal symbol. Aha! When I load the page it appears for a split second before disappearing as does the banner. Now I just have to work out what th fuck is causing it. It can't be the firewall, because nothing would appear in the first place. Turning off the Cookie Blocker and setting Windows Privacy to minimum has no effect... Fuck only knows.

Paypal problem solved. Hosts file had Paypal.com in it. Haven't a clue when that was put in there.

That's a real mystery. It's obviously allowing other graphics from the server through, otherwise you wouldn't see anything: no smilies, no avatars, etc. And this file is indeed stored on the same server, with relative links.Haven't a clue why the banner isn't showing though. Perhaps you need to clear out some caches?

The addresses are different because the image is addressed with a relative filename path, so it appends it onto whatever the current server address is. I notice that Smileys come from an Images folder rather than templates folder, but that doesn't explain why it showed up in Galvatron as that is also templates.
It's obviously something at this end, but I'm damned if i can work out what. I've cleaned caches, gone through firewall settings, pop-up and cookie permissions, the host file twice, rebooted, checked the myriad IE settings. I'm stumped.

I'd say that you might as well forget it since it's not causing any serious harm, but it certainly sounds like one of those infuriating head-scratchers, because now you've got a mystery which can't be solved. I'm afraid I'm fresh out of ideas at this point.
