C3P0 states he has over 6 million languages in memory...suppose he comes across a language unlike any of the six mil he knows, can he develop a translation matrix, like a ST Universal Translator?

Even though 3PO has these languages he's constantly learning more as he goes along. Also given that he's got 6,000,000 in his databank i'm sure he can improvise and search for the similarities between old existing languages and new ones. In fact IIRC he did exactly this with Artoo in the Truce at Bakura with the Ssi-Ruuk(sp?)

3PO also did it with the YV in Vector prime, and it was similar to a trader language IIRC, so yes he can translate from similarities.

He can also adapt to dialects he doesn't know really fast (RotJ).

For verbal languages, he should be able to, in my opinion.

He also adapted to the dialects of the two alien races on Wayland in The Last Command.

Even if the grammar and syntax is completely different from any with which See-Threepio has experience, it is a computer specifically designed for linguistics and protocol. See-Threepio should be able to store and analyse for patterns all examples of this foreign language, and be able with enough input to form a rudimentary model.

pg.237: Four new languages in the last day. Threepio sat at his computer bay in the Solo's apartments. He had had no duties since the children left, and he was using the time to catch up on the new languages. Two were from recently discovered planets, and two were new droid languages. That made eighteen new droid languages in the last week, or 2.571 languages per day.
